The power struggle in Gotham City has been something of a rollercoaster over the course of The Penguin, and Oz has been at the center of all the drama. He teamed up with both the Falcones and the Maronis to try to climb the ladder, but threw them both aside at the most opportune moments. He didn’t know he was creating a new monster, like Sofia Falcone gathered her father’s former members to create a new family: The Giants. Using that momentum, she made a deal with Salvatore Maroni to bring their families together, united for the sole purpose of taking down Oz.

This has put Oz in yet another precarious situation, especially after the gangs working with him saw their members killed by the Gigantes trying to send a message. This all led to one of the final scenes of The penguin‘s sixth episode, as Oz called a meeting with a majority of the gangs in Gotham.

While coming to the meeting seeking revenge, the gang’s leaders finally did something surprising. They really listen to what Oz has to say. And they all agree to continue working with him, creating a massive crime syndicate in Gotham City that Sofia and Salvatore will find difficult to oppose.

The key for Oz in this big meeting is that he continued to push the same story as always. However, the timing is finally right, and people are in a position to listen to him. He talks about his history and how he worked his way through the ranks, starting as a kid with nothing and becoming a driver for Falcone before he was allowed to take on any other responsibility. Unlike traditional crime lords, who have always had wealth on their side, Oz understands the fate of everyone else in Gotham City. He’s been through some of the toughest experiences the city can throw at anyone, and he’s found a way to keep going. Now those experiences have made him the most powerful man in Gotham.

The most interesting aspect of this whole situation is how Sofia and Salvatore might react. They’re clearly not going to take it lying down, so something will come Oswald’s way in the near future.
